Winter Road Maintenance Plan 2011
During a snow event, the Public Works Department maintains all the State trunklines, Major and Local streets within the city . During a snowstorm, the State trunklines and City Major streets receive first priority and only after these streets are cleared, local streets are then cleared. 
After a large storm it can take several days to get to the local streets, and your patience with our crews is much appreciated.
It is helpful for the snowplows if you make every attempt to NOT park on the streets after a snow as this makes snow removal
much quicker.
Damage and Obstruction Prohibited (City Ordinance Chapter 47 – 4.2):
Placing Snow, Ice, Slush, on Street Prohibited: A person shall not remove, or cause to be removed, snow, ice, or slush onto or
across any street in a manner which obstructs the safety of the driver of a motor vehicle other than off-road vehicles.
Snow Emergencies (City Ordinance Chapter 126-2.45):
A snow emergency may be ordered by the City Administrator or authorized representative. A snow emergency may be called if conditions exist requiring the limiting of on street parking for road maintenance reasons.
Some conditions may be as follows: excessive snow or blowing snow, excessive ice or frequent snows.
During snow emergencies there shall be NO parking or standing of vehicles on city streets or highways until such time
that the City Administrator or authorized representative no longer deems the emergency necessary.
No people holding on street parking permits shall park vehicles on the streets during a snow emergency.
All cars on the street after the notification time will be towed, at the owners’ expense, to the city impound lot.
The following methods can be used to determine if a snow emergency has been declared: 1490 AM, 95.3 FM, 103.9 FM,
Adrian Daily Telegram or Contact City Hall at 264-4881 during working hours.
Sidewalk Snow Removal
Sidewalk Snow/Ice Removal (City Ordinance Chapter 48 – 4.53):
All occupants/owners of every lot or parcel shall clear all ice and snow from sidewalks adjoining such lot or parcel. Snow/Ice
shall be removed by 12:00 PM (Noon) for snow falling or drifting during the nighttime and snow falling during the daytime shall
be removed by 12:00 PM (Noon) the following day. Any ice forming shall be removed immediately. If immediate removal is impracticable sand or salt shall be spread in a manner and amount to prevent the sidewalk from being slippery. As soon as practicable, the ice SHALL be removed.
Failure to Clear (City Ordinance Chapter 48 – 4.54):
Neglect or failure to clear snow and/or ice will result in a violation of the code. The Superintendent may order the removal of snow/ice at the expense of the owner/occupant of the lot or parcel of land. This may be collected as a single lot assessment
under section 1.212 of the City Code.
