The City of Adrian Public Works Department (DPW), under the direction of the City Engineer, Kristin Bauer, consists of a group of employees that contribute to your everyday life by working to maintain the roadway and storm water systems within the City’s 43.15 miles of local streets, 25.53 miles of major streets and 12.7 miles of State Trunk line.
Recycling Center Hours
Saturdays 8:00am-12:00pm The Saturday Recycling Center is open year round to city residents on Saturdays from 8:00am-12:00pm at the Oakwood Avenue site. The only date the Recycling Center will be closed this year is Saturday, July 4th, due to the holiday.
Compost Site Hours Wednesdays 3:30pm-6:00pm
Saturdays 8:00am-2:00pm
Beginning Wednesday, November 11th, the Wednesday night Compost site hours will change to 3:30-6:00pm. Saturday hours will remain the same, 8:00am-2:00pm.
Leaves, grass clippings, yard waste, twigs and branches may be dropped off during this time. Free wood chips are available to city residents at the compost site.
Curbside Yard Waste Pickup
Fall Yard Waste Collection for City of Adrian residents will begin on Monday, October 5th and runs through November. The yard waste collection ending date will be dependent upon the weather.
Leaves, grass clippings and material from flower and vegetable gardens must be placed in clear plastic bags at the curb. These bags must be located in a separate pile from the garbage and each bag must not exceed fifty (50) pounds.
Residents may also take their grass clippings and yard waste to the city compost site on Wednesdays 3:30pm-7:00pm and on Saturdays 8:00am-2:00pm.
Holiday Garbage Schedule If one of the following holidays falls on a Monday, garbage pickup will be changed to Tuesday. Holidays include:
New Years Day, Memorial Day, Fourth of July, Labor Day, Christmas Day.
This year Memorial Day (May 25), and Labor Day (Sept. 7) both fall on a Monday. These are the only holidays this year where the garbage pickup will be changed to Tuesday.
When the city is following the Holiday Garbage Schedule please place your bagged garbage at curbside on Monday after 6:00pm for pickup on Tuesday before 7:00am.
The Department Of Public Works repaints curbs and crosswalks during the summer months. This includes the yellow curb and no parking areas at intersections and at fire hydrants. Traffic markings are repainted at a maximum of every other year. An outside contractor generally does this under bid.
According to the Parking Lot Downtown Tenant permit conditions the tenants “must move vehicle to regular permit area when snow and ice falls.” No overnight parking will be allowed adjacent to buildings when snow is falling. “Tenant Vehicles not moved WILL be towed”. Vehicles may be moved to accommodate the cleaning of parking lots. PLEASE PARK IN PREVIOUSLY CLEARED SPACES WHEN AT ALL POSSIBLE TO AID IN THE CLEANING OF THE LOTS AND AVOID THE MOVING OF YOUR VEHICLE.

The City of Adrian maintains our own fleet of vehicles. These include cars, pick-up trucks, dump trucks, construction equipment, police vehicles, fire vehicles, etc. All these vehicles are maintained and repaired by our Mechanic.
All occupants/owners of every lot or parcel shall clear all ice and snow from sidewalks adjoining such lot or parcel. Snow/Ice shall be removed by 12:00 PM (Noon) for snow falling or drifting during the nighttime and snow falling during the daytime shall be removed by 12:00 PM (Noon) the following day. Any ice forming shall be removed immediately. If immediate removal is impracticable sand or salt shall be spread in a manner and amount to prevent the sidewalk from being slippery. As soon as practicable, the ice SHALL be removed.
Failure to Clear (City Ordinance Chapter 48 – 4.54):
Neglect or failure to clear snow and/or ice will result in a violation of the code. The Superintendent may order the removal of snow/ice at the expense of the owner/occupant of the lot or parcel of land. This may be collected as a single lot assessment under section 1.212 of the City Code.

No posting of any kind of sign on a utility pole, tree, or fire hydrant will be allowed. This constitutes a violation of City Ordinances. The area between the roadway and sidewalk is within the City’s rights-of-way and is public property. Nails in utility poles are a nuisance and a hazard to utility workers. A nail placed into tree causes damage and opens the tree to further disease. Property Owners may place signs on their own property (between the sidewalk and house). Repeat offenders to these ordinances may be subject to a fine from the City.
The Department of Public Works maintains all the State, Major and Local streets within the city during a snow event. During a snowstorm, the State Trunk lines and City Major streets receive first priority and only after these streets are clear do they begin to clear the local streets. After a large storm it can take several days to get to the local streets, your patience with our crews is much appreciated. It is helpful to the snowplows if you make every attempt to NOT park on the streets after a snow as this makes snow removal much quicker.
Damage and Obstruction Prohibited (City Ordinance Chapter 47 – 4.2):
Placing Snow, Ice, Slush, on Street Prohibited: A person shall not remove, or cause to be removed, snow, ice, or slush onto or across any street in a manner which obstructs the safety of the driver of a motor vehicle other than off-road vehicles.
A person shall not deposit, or cause to be deposited, snow, ice, or slush onto or across the street in a manner which obstructs the safety vision of the driver of a motor vehicle.
A person shall not deposit, or cause to be deposit, snow, ice, or slush on any street.
A snow emergency may be ordered by the City Administrator or authorized representative. A snow emergency may be called if conditions exist requiring the limiting of on street parking for road maintenance reasons. Some conditions may be as follows: excessive snow or blowing snow, excessive ice or frequent snows.
During snow emergencies there shall be NO parking or standing of vehicles on city streets or highways until such time that the City Administrator or authorized representative no longer deems the emergency necessary. No people holding on street parking permits shall park vehicles on the streets during a snow emergency. All cars on the street after the notification time will be towed, at the owners’ expense, to the city impound lot.
The following methods can be used to determine if a snow emergency has been declared: 1490 AM, 95.3 FM, 103.9 FM, Adrian Daily Telegram or Contact City Hall at 264-4881 during working hours.
The Department of Public Works maintains and repairs the storm system within the City rights-of-way. This will include cleaning the tops of the catch basins to allow for maximum intake of the catch basin structures, repairing failing manhole and basin structures, installing new systems, as they are deemed necessary.
As steward for the Clean Water Act, we monitor all storm sewers for illegal deposits of environmentally harmful materials; such as any automotive fluids, waste from RV’s, etc. If anyone illegally discharging these or similar items into a catch basin PLEASE the contact the 24 hour Pollution Emergency Alert System (PEAS) at 1-800-292-4706 immediately.

Each year we the Department of Public Works maintains the City’s 81.38 miles of State, Major and Local streets. This can include patching holes, minor repairing of small sections of the asphalt-wearing surface, etc.
The DPW also assists the Engineering Department with the yearly road reconstruction projects by removal and replacing of the existing road sub-base materials, installing new or repairing existing storm water systems. This department will also participate in small special projects which including constructing concrete sidewalks and curbs, remodeling portions of City Hall, and building small structures on other city properties.

If you encounter a light on flash, PLEASE use extreme caution as you may not know what other drivers will do. Most controllers flash in a yellow & red mode, if you see a red flashing light ALWAYS assume the other direction is flashing yellow and only proceed, cautiously, if the others cars have stopped.
During power outages treat all signalized intersections as a FOUR-WAY STOP.
The city provides collection once a week on Mondays. No refuse shall be set out for pickup further in advance than 6:00 PM Sunday evening.
·No refuse shall be placed on the sidewalk or street in a manner to congest either pedestrian or vehicular traffic.
·All garbage must be in plastic bags and tied. No item or container shall weigh more than 50 pounds and shall not exceed three feet in length.
·Materials from remodeling, repairing, or building operations will not picked up, with exception or those of minor nature which must be bundled in such a manner to not exceed four feet in length and weigh less than 50 pounds.
·Appliances and other items containing Freon shall not be placed out for collection unless Freon has been removed by a certified Freon removal facility. Proof of Freon removal must be affixed to the item.
·The Resident must notify Great Lakes Waste (517) 265-1335 of any appliances placed at the curb for pickup.
·Garbage or appliances placed by the curb on the improper day or not properly tagged may be picked up by the city. If the City picks up these items the property owner or occupant will be charged for this service. The fee will be equal to the labor, materials, equipment, disposal and administrative fees required to dispose of the items.

Disposal of Yard Clippings:
The City Administrator will designate a “yard clipping season”. During this time, City Residents may bring their yard clippings to the Oakwood Road drop off site, located at the entrance to the Wastewater Plant. The clippings may be brought in any appropriate container. The container shall remain the property of the resident.
During “yard clipping season” it shall be unlawful to place any yard clippings on the curb for regular residential pickup.
Disposal of Leaves:
The City Administrator will designate a “leaf collection season” during which time the city provides a leaf collection service. Generally, this service begins the first full week of April, extends until the last full week of April, and will begin again the first full week of October until the first snowfall. During this time city, residents may place their leaves at the curbside for pickup. All leaves MUST be in clear or translucent plastic bags .
Leaves in unapproved containers or bags may be picked up by the city, however the property owner or occupant will be charged for this service. The fee will be equal to the labor, materials, equipment, and administrative fees required to pick up the leaves.
The gross weight of any leaves shall NOT exceed 50 pounds.
City Residents may also bring their leaves to the Oakwood Road drop off site, located at the entrance to the wastewater Plant. The leaves may be brought in any appropriate container or translucent plastic bags. The container shall remain the property of the resident. The service is provided from May through November on Saturdays 8:00 am to 2:00 pm.
